In relation to speaker I think he is talking to the sun since he inspire his felling to it since he missed his lover.
2- type of vocabulary (loving, violent, angry, etc)
In concerning with the vocabulary it sems to be as if it were violent, sarcastic an in some way sadness, for instance,
Busie old foole, unruly Sunne.
If her eyes have not blinded thine.
Love, all alike, no season knowes, nor clyme,Nor houres, dayes, moneths, which are the rags of time.
3- alliterations, metaphors, comparisons, assonances, personifications.
I can find alliteration in the following lines:
I could eclipse and cloud them.......

moreover I am able to find metaphors:

there is also a comparisons in some lines which tells us the importance of his feeling.

And finally the personification which refers to the sun and he gave us the most important rol about the sun that became to be as if it were a person in this poem as I can read in the line

4-what's the poem about?
In regards to the poem I can tell you that is about of the sun, in other words, I referes to the all day long and the sunset means for him the end of his relationship with his lover, in fact, in that poem night is seems to be that everything is over, due to this, he felt angry in his expression, in order to get out of his fury.
Another point of view could be that when season finished has a directly relationship with the end of engagement. It similiar when the summer has the last days and you engaged with someone and you make sad and dreamy because of it, and you say to yourself I hope to see you next summer.
Besides when yor are with some you are use to see the sunset with your partner in order to enjoy it or perhaps walking along the shore of the beach. It is too romantic, isn't it.
